According to the law , the register will include information about debtors on alimony obligations who have been brought to administrative and/or criminal liability for failure to pay funds for the maintenance of minor or disabled children who have reached the age of eighteen, or disabled parents and/or who have been declared wanted by a bailiff.
After a citizen is included in the register
information about him will be publicly available until he fully repays the debt
Information about debtors in this case is processed in accordance with the Russian Federation legislation on enforcement proceedings, explained Artem Sheikin, member of the Federation content writing service Council Committee on Constitutional Legislation and State Building, to RSpеctr. He specified that, according to the law "On Enforcement Proceedings", some information in the database may be publicly available. It is necessary for the implementation of tasks on the compulsory execution of judicial acts, acts of other bodies and officials.

– The registry will contain personal data of persons evading alimony payments, such as full name, date and place of birth, as well as information on the amount of outstanding debt and enforcement proceedings.
The registry will contain information that is already included in the general database of the Federal Bailiff Service (FSSP) of Russia, Anton Nemkin, a member of the State Duma Committee on Information Policy, Information Technology and Communications, commented to RSpectr. According to him, this is a large database containing information on all debtors in the country against whom enforcement proceedings have been initiated in the area of, for example, non-payment of credit obligations, taxes or fines.

– Today, citizens can easily go to the FSSP website, enter the data of a specific user and check whether he has any debt obligations. The register of debtors in the sphere of alimony will simply become part of this database.
As personal data consultant Alexander Partin noted in an interview with RSpectr,
the register will become part of the Database of information on enforcement proceedings, which already exists and is available on the website fssp.gov.ru
In essence, two new facts will be added to the information about debtors already available in this Data Bank:
an indication that this is a debtor specifically for alimony obligations;
the date of the court decision on bringing such debtor to administrative and (or) criminal liability for failure to pay alimony.
